Russian Universities and Institutes engaged in InfoSec/InfoWar training: an indepth look

Today marks the launch of an investigative series into Russian universities and institutes that are providing training in Information Security with collateral applications in their Ministry of Defense Information Warfare operations. To our knowledge, this approach is a first for the OSINT community. The first report published in today’s IntelFusion FLASH Traffic features the Moscow Engineering Physics Institute (MIFI).

The Russian web site IT-ACADEMY.RU is devoted to promoting education and careers in Russia’s information technology (IT) sector. In December 2008, a posting touted job prospects for IT security specialists. The posting included a list of the university level IT security programs that employers deemed Russia’s flagship programs. They were:
- Academy of the Federal Security Service
- Moscow Engineering Physics Institute (Faculty of Information Security)
- Moscow State Technical University Bauman (School of Informatics and Control Systems)
- Russian State Humanities University (Faculty of Protection)
- Moscow State Institute of Radio Engineering, Electronics and Automation (Faculty of Computers and Systems)
- Moscow State Institute of Electronics and Mathematics (Department of Applied Mathematics)
- Moscow State Institute Electronics Engineering (Faculty of Micro-devices and Technical Cybernetics)
GreyLogic researched the IT security programs at each institution and over the next several weeks will summarize their significant aspects starting with the Moscow Engineering Physics Institute, also known as either MEPHI or MIFI.
Moscow Engineering Physics Institute (Faculty of Information Security)
Long known as one of Russia’s premier scientific universities, and as the core university for Russia’s nuclear industry, MIFI helped establish modern Russian IT security training. According to the Faculty of Information Security’s web site (www.fis.mephi.edu), while information security courses have been offered since 1991 the independent IT security program was founded in November 1995 at the Russian Federation (RF) Security Council’s direction.
According to the publication of the Russian Finance Ministry Finansovaya Gazeta, during 1996 MIFI worked with the Academy of the FSB, the Russian State Humanitarian University, the Federal Service for Technical and Export Controls, the Russian Federal Ministry of Education and Science, and additional unnamed Federal bodies to establish higher education standards for cryptology and information security.
